Construction Services

Our Owner’s Representation/Owner’s Project Management and Program Management services have assisted hundreds of municipalities, developers, and public authorities in the properly administrated construction of building projects such as office buildings, hotels, schools, universities, fire stations, police stations, libraries, and town halls. We differentiate ourselves because of our construction, forensic, engineering, environmental, and architectural resources, so we can add value on all phases of a construction project.

Owner's Representation

Our Owner’s Representation assignments typically cover every phase of a project from pre-construction to closeout. Through the pre-construction phase, VERTEX assists clients with: program definition; Architect/Engineer selection; budget; contractor selection; value engineering; and schedule milestones. During the construction phase, VERTEX manages the contract administration process to ensure all parties perform contractual duties relating to safety, quality, schedule, and overall contract compliance.

Program Management

VERTEX is routinely ranked by Engineering News Record (ENR) as one of the top Program Management Firms in the country. VERTEX serves as a program manager to oversee a group of related projects in a coordinated manner so that clients can gain economies of scale and to ensure project controls are consistent across multiple projects. Coordinated program management offers benefits that are not available when projects are managed individually, as resources are harmonized and prioritized across projects to lower the overall costs and risks of a program. Reports exceed the requirements outlined by ASTM, and take the cost estimating and long-range budget forecasting a step further by including an additional Capital Needs estimate for longer term evaluations.

Jon Lemieux, PE

Jon Lemieux, PE

John Lemieux earned a B.S. in Civil Engineering from the University of Massachusetts and an M.S. in Civil Engineering/Construction Management from Worcester Polytechnic Institute. Mr. Lemieux is a licensed Professional Engineer in Massachusetts. He holds OSHA 10 Hour Construction Safety and OSHA 40 Hour HAZWOPER certifications. Mr. Lemieux is an active member of the engineering community, holding memberships with the A.S.C.E, B.S.C.E., and N.S.P.E

Mr. Lemieux is a highly respected consultant to the surety claims industry. He has a wide range of experience on projects in areas such as educational facilities, stadiums, offices, transportation, wastewater treatment, biotechnology, hotels, residential, detention facilities, and government military facilities, among others. Mr. Lemieux is an expert in all facets of the construction industry from conception through closeout.

Douglas Russell

Douglas Russell

Douglas Russell is a Division Manager for VERTEX. He earned a Bachelors in Architecture from Boston Architectural College in Boston, Massachusetts. He has a Massachusetts Construction Supervisors license (unlimited). Mr. Russell is experienced in Design, Design Management, Construction Management, Owner’s Project Management, Construction Defect Claim, Investigation, and Property and Casualty Claim Investigation. He is an extremely methodical individual who excels in large challenging projects requiring leadership and organization.

Mr. Russell has provided Owner’s Project Management services on numerous private client projects acting as the Owner’s Representative. Services included oversight of the work performed by the project designer and contractors. Recent projects include retail, mixed use, high-rise residential, 40B affordable housing, public, commercial office, new construction, historical renovation, addition/renovation. In many of these projects, Mr. Russell assisted the clients in all phases of the design and construction process including entitlements, permitting, estimating, space planning, budgeting, risk assessment, pro-forma financial reporting, designer selection and procurement, project programming, schematic design, design development, construction documents, bidding, contract negotiations, value engineering, construction administration, tenant and landlord coordination and FFE procurement and coordination.
