VERTEX served as the surety’s construction consultant during the completion and owner takeover of a new 440-megawatt power plant in Eastern Oregon. The plant consists of a high-efficiency natural gas combustion turbine generator which utilizes a heat recovery steam generator for auxiliary power generation with a steam turbine generator. VERTEX’s scope of services included performing multiple site visits to evaluate the work remaining to be completed, reviewing the plans and specifications, analyzing reasonableness of time and materials (T&M) labor and equipment hours as well as material procured for the project, monitoring construction progress, weekly meetings with owner (completion contractor) and the multiple subcontractors, reviewing the schedule, and reviewing other costs incurred throughout the completion of the project. Following construction, VERTEX assisted the surety in analyzing the owner’s alleged costs and damages. The project was an approximate $380 million contract.
