Luminous Recycling Redevelopment

VERTEX was retained by a property services company in response to a tenant in one of their multi-tenant industrial buildings ceasing operations at the site and abandoning approximately 2,800 totes (approximately 750 tons) of assorted electronic waste (e-wastes) materials. The abandoned e-wastes included cathode ray tube (CRT) glass, whole CRTs, electronic devices in various stages of disassembly, drums of CRT particulate, universal wastes (including high-intensity lamps, fluorescent light tubes, and batteries), trash, wooden pallets, electronic media, limited quantities of hazardous materials, mechanical equipment (including CRT processing equipment, forklifts), office furniture and supplies. The former tenant was regulated as a Large Quantity Universal Waste Handler, per Colorado Department of Public Health and Environment (CDPHE) regulations.

The scope of work was in response to requirements by the Colorado Attorney General’s office and a potential lead-dust hazard as a result of historical on-site operations.

The VERTEX scope of work for the project included the characterization, management and oversight of the collection, repackaging, transportation and disposal of the various on-site wastes. VERTEX was tasked with the preparation of an on-site Health and Safety Plan (HASP), waste characterization and profile preparation, management and oversight of the removal efforts, post-cleaning surface testing for lead, ambient air monitoring, pre- and post-disposal client/regulatory meetings and records management. VERTEX worked with the client, disposal contractor and CDPHE to expedite the disposal activities in order for the client to engage in a real estate transaction. The project was completed on time and on budget. The project was issued a No Further Action (NFA) letter by the CDPHE indicating that the remedial efforts had been successful in mitigating potential health concerns and allowed the client to sell the asset for a maximum price.
