A Civil Engineer with over 10 years’ experience in the engineering and construction industry, Hala provides technical expertise on claims analysis and resolution, expert reporting, litigation support, project controls, scheduling, scheduling analysis, delay analysis, quantum of damages, and earned value management on a variety of projects including commercial, residential, highway and bridge, utility, solar, wind farms, oil and gas, and heavy civil construction projects.

Hala is based in the Washington DC area. Hala has worked on both local and international projects. Hala’s scope of work varies from project advisory/management (schedule and cost management, risk analysis, and claims management/avoidance) on active construction projects, to dispute resolution (mainly delay analysis, damages quantification, loss of productivity analysis) on either active or previous projects in dispute. Hala also worked on multiple design-build projects, focusing on the integration of design phase into the construction schedule while also reviewing technical and design related claims. Additionally, Hala has continuously examined force majeure events and their impact on construction projects.

Hala is fluent in both English and Arabic and is currently working on her PHD degree in Project Management from the University of Maryland, USA, where she focuses on delay analysis. On her academic experience, Hala has focused her research on construction scheduling, delay and cost analysis, and advancement of project management.

Hala regularly delivers presentations and speaks in professional industry events and different forums on project scheduling, delay analysis, loss of productivity, contract management, project management, and construction disputes. Forums include AACEI, Project Management Symposium at the University of Maryland, and the Women in Construction Conference.
