VERTEX performed a Phase I Environmental Site Assessment (ESA) of a larger mixed-use building that included a portion of the Quincy College campus. Areas of the site building occupied by Quincy College included classrooms, a library, offices, and a student cafeteria. The scope of work followed the GE Capital Commercial Real Estate document entitled “Scope of Work Guidelines for Environmental Due Diligence” dated December 2007 as well as the All Appropriate Inquires (AAI) Final Rule of November 1, 2005, and the E1527-05 American Society for Testing and Materials (ASTM) document entitled “Standard Practices for Environmental Site Assessments: Phase I Environmental Site Assessment Process” for commercial real estate.
The site historically maintained Underground Storage Tanks (USTs), and VERTEX’s review included an analysis of regulatory and local office records for these USTs and associated release reporting. The site was historically part of a larger area of wetlands in North Quincy and was filled with fire debris prior to development in the early 1970s. Coal ash was identified during the closure of a former release associated with the former USTs. VERTEX’s review included an analysis of coal ash exemptions under the Massachusetts Contingency Plan (MCP) and recommendations for future management.
VERTEX completed the project on time and on budget, allowing the client to progress with the financing project.
