VTX conducted several Phase One ESAs at tire manufacturing facilities in Vaughan and Oshawa to assess environmental liability, if any, associated with the Phase One Property and to support a Record of Site Condition (RSC) pursuant to Ontario Regulation 153/04 (O. Reg. 153/04). Information sources for the development of a Conceptual Site Model were gathered from numerous sources (i.e., aerial photographs, environmental database searches, physical setting sources, interviews, and a site reconnaissance), which reduces the risk of not identifying either a current or former property use for a potentially contaminating activity (PCA).
Based on the findings of the records review, interviews, and the Site reconnaissance completed, several PCAs were identified with corresponding areas of potential environmental concern (APECs) at one of the Sites in Oshawa. Consequently, a Phase Two ESA was warranted and recommended.
The Phase Two ESA was conducted in accordance with Ontario Regulation 153/04 (O.Reg. 153/04) in support of a severance application to the City of Oshawa. The work involved drilling of boreholes at targeted locations, installation of monitoring wells, collection of soil and groundwater samples and interpretation of results based on the applicable Ministry of the Environment and Climate Change (MOECC) standards.
