Dr. Brogan has over 21 years of traditional design experience in Civil Engineering & Land Development and has a strong educational background in Engineering and Business Administration. Dr. Brogan completed her doctoral dissertation on engineering risk on transportation projects. Research included assessment of state department of transportation (DOT) across the United States, investigation into design-build contracting practices, and analysis of engineering design. Previous work experience includes working for a municipality as an engineering inspector, a developer focusing on land development costs and schedules, a design engineer working in CAD programs, and experience running a municipal separate storm sewer system (MS4) on an Air Force Base.
Dr. Brogan has provided traditional Civil Land Development Services on a multitude of projects including grading, drainage, utilities design in addition to entitlements and project management. Dr. Brogan has also provided over 10 years of assignments in Civil Forensics and Heavy Civil Engineering Claims since starting with Vertex in 2013. Dr. Brogan has been retained or assisted on civil engineering construction defect and expert witness files for civil and heavy civil engineering projects across the US in 42 different states. In addition to the civil engineering construction defect and expert witness work, Dr. Brogan has also worked on, testified and performed expert consulting services for surety, insurance and eminent domain claims. Dr. Brogan has been qualified as an expert in Colorado in Civil Engineering that includes the areas of grading, drainage, utilities, erosion control, site planning, transportation, cost estimating and eminent domain.
