Mr. Andres has over thirty years of construction and consulting experience, specializing in providing consultation on construction and government contract disputes involving delay and disruption, CPM scheduling, project management and litigation support. He has prepared claims, authored expert reports, and provided expert testimony on behalf of owners, government contractors, construction companies, architects, insurance companies, and subcontractors. He has testified as an expert witness in U.S. District Courts, the Court of Federal Claims, state courts, ASBCA, CBCA, and before arbitration panels.

Areas of Expertise
Mr. Andes has performed schedule delay, acceleration, and productivity analyses on a variety of projects including power plants, chemical facilities, oil & gas projects, highways and bridges, hotels, hospitals, educational facilities, wind farms, commercial and governmental buildings, water treatment, wastewater treatment facilities, and others. He has extensive experience in performing Critical Path Method (CPM) analyses to determine the critical path of a project and the duration and causes of project delays. Work has included the evaluation of numerous causes of delays including differing site conditions, changed work, non-conforming work, late material deliveries, late and incomplete design, changed work, labor shortages, force majeure events, labor inefficiencies, and others.
