Kelsey BonnerCFE

Senior Director, Forensics

Kelsey Bonner is a certified fraud examiner with experience across multiple industries. She has provided expert testimony with opinions on changed work, disruption, bid reasonableness, and forensic data analysis. She has also supported experts testifying before the Civilian Board of Contract Appeals and the Armed Services Board of Contract Appeals. Kelsey has reviewed opposing reports and has prepared rebuttal reports.

Kelsey’s government contract experience includes matters related to increased costs, contract terminations, False Claims Act (FCA) allegations, and compliance issues. She has performed cost and accounting data analyses for termination settlement proposals (TSPs), including audit procedures performed in accordance with the Defense Contract Audit Agency’s (DCAA) Contract Audit Manual (CAM) guidelines; as well as reviewing TSPs for Federal Acquisition Regulation (FAR) compliance. She has also assisted in responding to DCAA audit reports and has performed bid protest work, including assessing cost and pricing issues. Kelsey has experience preparing and evaluating Requests for Equitable Adjustment (REAs) and Certified Claims.

Kelsey analyzes accounting and economic issues in various types of disputes, including government contract disputes, construction litigation, spent nuclear fuel litigation, and others. The issues she addresses range from increased costs and compliance issues to damages resulting from a breach of contract, delays and disruptions of work.

Kelsey is a member of the Association of Certified Fraud Examiners, the National Contract Management Association, and the American Bar Association Public Law Contract Section.
