Thomas L. MartinPE

Senior Director, Contract Claims

Tom Martin has over 45 years of experience in construction management, project oversight, schedule development and analysis, cost estimating and budget control, engineering, claims analysis and mitigation. Tom has successfully served as an Expert on construction issues including estimating, delays, scheduling and cost issues, in court proceedings and/or during arbitration in the United States, Middle East, Asia and Australia.

Tom Martin, after graduating from college, went to work for a construction company specializing in dams, tunnels, and power plants. Tom was appointed the contractors Project Engineer on a lock and dam on the Tennessee-Tombigbee Waterway. Upon completion of his tenure on the waterway project, Tom transferred to one of the two air base projects President Carter promised to build for Israel as part of the agreement for Israel to return the Sinai to Egypt. The air base program was very successful, completing ahead of schedule and the Sinai was returned to Egypt.

Tom returned to the States working for the main air base contractor in South San Francisco and was responsible for the development of an automated computer estimating system and the switch from mainframe CPM scheduling systems to personal computers. Due to the growth in functionality of personal computers, in 1984, Tom started a construction consulting business providing scheduling services to contractors. This business grew and naturally, Tom expanded the business to include construction claim and Expert Witness services.

Over the years, Tom has successfully managed various construction-consulting services. While doing so, he personally provided services on many types of projects among others refinery, building, roads, rail, highway, bridge and tunneling projects.
