Tony Pacifico is a Senior Manager in VERTEX’s contract claims practice with over 35 years of combined experience in claims and dispute resolution. construction management, design management and project controls. His background includes petrochemical, power, manufacturing, data center, environmental and building projects as well as public works at the federal, state, and local level including bridges, highways, light rail, and water resources. His experience includes projects in the US, Canada, and the Middle East.

Tony began his career with a mechanical contractor in power plant construction, and after the company’s acquisition by a large EPC contractor was assigned to petrochemical plant projects in the Houston area in various roles as a subcontracts manager, construction manager and owner’s representative. Subsequently, he was transferred to the company’s public infrastructure division managing bridge, highway, mass transit, and flood control projects for the Harris County (TX) Toll Road Authority, Texas DOT, Metropolitan Transit Authority of Houston and the cities of Houston and Pearland, TX.

After (20) years in the construction industry, Tony went to work for a claims consultancy where he prepared reports for a diverse range of claims and disputes and earned the AACE-CFCC credential.

He later returned to the EPC firm where he was assigned as project manager over 2 design projects – preliminary engineering for the Uptown District light rail line in Houston and detail design for an emergency responder training facility for Qatar Petroleum in Doha.

Following these engineering assignments, Tony returned to construction management in several owner’s representative and project controls roles including a border facility for Homeland Security, an EV plant expansion and several hyperscale data centers, as well as a period in private practice in claims consulting, before joining Vertex in 2023.
