Owner's Representation

VERTEX provides Owner’s Representation services to private, institutional, and public sector clients on building projects located globally.

Our Owner’s Representation/Owner’s Project Management services have assisted hundreds of municipalities, lenders, developers, and public authorities in properly administrating construction of building projects such as office buildings, hotels, schools, universities, fire stations, police stations, libraries, and town halls. We differentiate ourselves because our experts specialize in construction, engineering, environmental, and architectural services so we can add value to all phases of real estate development. Construction Project Management (CPM) /  Owner’s Project Management (OPM)

Our CPM/OPM Owner’s Representation assignments typically cover every phase of a project from pre-construction to closeout. Through the pre-construction phase, VERTEX assists clients with program definition; Architect/Engineer selection; budget; contractor selection; value engineering; and schedule milestones. During the construction phase, VERTEX manages the contract administration process to ensure all parties perform contractual duties relating to safety, quality, schedule, and overall contract compliance. Plan and Cost Review and Cost Estimating Services

VERTEX provides services for plan and cost review, including a contract review, assessment of various documents such as geotechnical reports and permits, an overview of the project schedule, and a comparative cost analysis. The scope of work can also include obtaining and reviewing development budgets, commenting on estimated figures, and analyzing soft costs spent by the borrower. VERTEX will discuss the completeness of documents with the client to ensure there are no gaps.

VERTEX also offers Cost Estimating Services, which involve a comprehensive review of various project-related documents, contracts, and plans, including joint venture/loan agreements, permits, GC’s change orders, lien waivers, and more. 

Procurement Assistance and Negotiation Services

VERTEX provides procurement assistance services for our clients, which often includes preparation of a written Request for Proposal (RFP) based on the prepared design, review of contractor bids, and recommendation on the selection of the best comprehensive bid. Providing design documents along with the RFP generates more accurate and comparable contractor bids for the installation services provided by contractors. Upon receipt of the bids, we can provide bid evaluation services to verify that the bids provide equivalent services and offer input to the client regarding value and pricing.

 

Critical Construction Monitoring and Review Services Include:

Construction Draw Review

VERTEX provides construction draw review services that involve three main areas:

  1. Reviewing the construction draw package, which includes assessing the reasonableness of the construction draw request, budgets, invoices, change orders, pay applications, logs, permits, reports, and various other documentation related to the project.
  2. Conducting periodic onsite observations with relevant stakeholders (Architect of Record, Owner/Developer, and General Contractor) to assess construction progress and provide pay application recommendations. 
  3. Offering a general review of materials stored onsite, providing progress photos, performing monthly soft cost reviews, and commenting on the remaining budget for each line item and overall adequacy of remaining funds.

Warranty Review

Review plan and specifications and prepare a project design and construction checklist to compare to the actual construction observed in the field. During site reconnaissance, construction professionals will take photographic and/or video documentation of work and any deferred maintenance or poor construction practices.

Mid-Construction Review

VERTEX offers Mid-Construction Review services, which include an initial site observation and project status discussions with the delivery team. We conduct a comprehensive review of plans, contracts, and various documents, such as permits, change orders, and lien waivers. Additionally, we assess project schedules, provide a narrative description of construction components, prepare checklists, and perform cost analyses to ensure cost reasonableness and completeness of documentation.

Project Closeout Review

VERTEX offers Project Closeout Review and Report services that involve reviewing project plans and completing building and site checklists. We perform onsite observations with key stakeholders to confirm project completion, provide a comprehensive report on the final construction status, and gather relevant documentation, including certificates, punch lists, affidavits, and surveys. Additionally, we supply progress photos to record the completed work’s status.

Project Rehabilitation Review

VERTEX provides Project Rehabilitation Review services, which include a comprehensive on-site observation with key stakeholders to understand the current project status and review the rehabilitation scope and budget. We conduct a general review of plans, contracts, and various documents, such as geotechnical reports, environmental assessments, zoning reports, and historic tax credit applications. Additionally, we offer a comparative cost analysis, prepare capital expenditure spreadsheets, and analyze the soft costs spent by the borrower, providing commentary on estimated figures and the inclusion of typical line items based on similar projects.
