VERTEX provided asbestos inspection, consultation, and abatement oversight services for the renovation of a high school campus and the demolition of a second vocational high school campus to allow for the redevelopment of the properties into new schools and a sporting complex. VERTEX was engaged to develop a workplan to address the asbestos containing materials identified and assist in obtaining government approvals of the workplan. VERTEX was then retained to perform abatement monitoring and onsite management of the asbestos abatement activities as well as tracking shipments to the landfill for proper disposal.
VERTEX’s Services consisted of the following:
Initial Evaluation:
VERTEX was engaged to perform an initial pre-renovation inspection of the Former John Gray High School campus and a pre-demolition asbestos inspection of the Cayman Island Further Education Centre (CIFEC) campus. The inspections were performed on nights and weekends to prevent the disruption of classes and avoid exposure to staff and students. Due to the absence of asbestos regulations in the Cayman Islands, VERTEX was tasked with performing inspections which would comply with typical United States regulatory requirements.
Remedial Planning:
VERTEX was tasked with preparing a workplan which would comply with United States Environmental Protection Agency requirements for asbestos removal while tailoring the requirements to the local regulatory requirements and resources. Due to the absence of an asbestos industry or local qualified personnel, VERTEX also assisted in locating contractors who could perform the abatement work. The workplan was reviewed by the Cayman Islands Ministry of Environmental Health to verify the plan satisfied local requirements and was deemed protective of human health.
Project Monitoring Services:
VERTEX provided monitoring during the asbestos removal services. A United States contractor was retained by a local Caymanian general Contractor. VERTEX verified the credentials of the contractor and staff and performed asbestos air monitoring during the abatement work. The VERTEX monitor performed onsite air sample analysis using Phase Contrast Microscopy and a portable laboratory setup to enable quick analysis and expedite the completion of the abatement work.
VERTEX was requested to facilitate the disposal of the asbestos containing waste materials at the George Town Landfill. Standardized shipping forms had to be developed as they are not commonly used locally. VERTEX used the forms to track and document the disposal of the waste materials in the landfill and provided final certification that the shipping container was clean and could be returned to service.
