Professional Experience

Mr. Ligon has over sixteen years of professional experience in consulting, damages quantification, financial and data analysis, and investigations. He specializes in the analysis of costs and damages related to complex commercial disputes, construction projects, and government contracts, and frequently provides forensic accounting services related to investigations. Mr. Ligon has experience working on matters in the U.S. Court of Federal Claims, U.S. District Court, Civilian Board of Contract Appeals, Armed Services Board of Contract Appeals, state courts and other ADR proceedings.

During his career, Mr. Ligon has testified in deposition and trial as an expert witness, authored investigative reports, and lectured on various topics including fraud risks and investigations. He received his B.S. in Finance from Virginia Tech and his MBA from University of North Carolina at Charlotte. Mr. Ligon is also a Certified Fraud Examiner.

Mr. Ligon has performed a wide range of analyses to quantify damages in cases involving breaches of contract, increased costs, contract terminations, lost profits, and fraud, among others. These matters span a wide range of industries including construction, defense, manufacturing, nuclear power, healthcare, and financial services. Specific to construction litigation, Mr. Ligon is experienced in evaluating damages related to project delays, lost productivity, change orders, escalation, and other financial and accounting issues.

Mr. Ligon has experience performing forensic accounting investigations of suspected embezzlement, asset misappropriation, healthcare fraud, conflicts of interest, and other integrity issues. His involvement includes conducting suspect and witness interviews and reporting findings to executives, counsel, and law enforcement. Mr. Ligon has conducted large data analytic projects to detect potential fraud and anomalies for investigation.
