Neil Miltonberger is co-founder of Breakwater Forensics LLC (a Vertex Comapny LLC). He specializes in the forensic investigation of financial, economic damages, project scheduling, productivity, construction management, contract administration, and other issues, primarily related to the construction, oil & gas, utility, and government contract industries. He has assisted government agencies, owners, contractors, architects/engineers, sureties, insurance companies, and their counsel with the investigation and resolution of complex business disputes. He has authored expert opinions related to over 60 litigations/arbitrations, has testified in trial and arbitration, and has presented his opinions at numerous mediation proceedings.
Earlier in his career Neil was a design engineer focusing in the areas of civil and structural engineering. His projects included highways, bridges, office buildings, schools, and other civil projects. During this time, he prepared construction drawings, design calculations, specifications, proposals, contracts, budgets, and schedules. He reviewed and approved contractor shops drawings and change order requests. He has also performed forensic structural investigations of steel, concrete, and timber structures.
