Rebecca Snelling
Division Manager, Remediation
Ms. Snelling has a strong background in environmental science with an emphasis in geology. As a Division Manager, she is responsible for managing remediation projects conducted under the Massachusetts Contingency Plan (MCP) and providing Program Management and strategic planning services to support large master-planned redevelopment projects under the MCP. Project-specific tasks include coordinating and managing field activities, data management, internal Client reporting, and regulatory reporting to the Massachusetts Department of Environmental Protection (MassDEP) and other regulatory agencies. Ms. Snelling represents VERTEX at design team and construction coordination meetings with the Client to provide status updates and guidance as needed, and represents the interests of the Client when coordinating with Site contractors and regulatory agencies. Ms. Snelling provides direction to Contractors regarding requirements and best management practices to conduct remedial work and their development scope within the allowances of the state and federal regulations and the Client’s development goals. Additional tasks include reviewing/responding to contractor Submittals and RFIs, authoring and reviewing investigation reports and regulatory reports for submittal to the MassDEP and the United States Environmental Protection Agency (USEPA), and providing strategic planning and support to facilitate or the needs of large redevelopment Sites. Ms. Snelling also prepares cost opinions as needed to support development decisions, prepares project summaries for lenders outlining environmental conditions, remedial options and strategies, and requirements to reach regulatory closure, and conducts contract review and management.
Ms. Snelling also prepares permitting documents for construction dewatering, including USEPA Remediation General Permits (RGP) Notices of Intent, Discharge Monitoring Reports (DMRs), and Massachusetts Water Resources Authority (MWRA) discharge permits, and manages dewatering monitoring programs and the associated periodic reporting to support redevelopment projects and utility installation scopes. Ms. Snelling has technical expertise in soil, groundwater, soil gas, and indoor air sampling for Site and subsurface investigations, oversight of soil boring, monitoring well installation, UST removal, and soil excavation, and providing environmental oversight for remediation and redevelopment projects. Ms. Snelling has also conducted historical and municipal research and file reviews to support due diligence investigations and portfolio reviews and has conducted numerous ASTM Phase I Environmental Site Assessments (ESAs) and Phase II Limited Subsurface Investigations across the eastern portion of the United States, including Massachusetts, New Hampshire, Vermont, Connecticut, New York, Pennsylvania, Maryland, Virginia, North Carolina, Florida, Kentucky, Illinois, and Kansas under each state’s respective environmental regulatory program.
