Project Manager, Remediation
Rebecca Snelling has a strong background in environmental science with an emphasis in geology. As a Project Manager, she is responsible for managing remediation projects conducted under the Massachusetts Contingency Plan (MCP). Project-specific tasks include independently coordinating and managing field activities, data management, internal Client reporting, and regulatory reporting to the Massachusetts Department of Environmental Protection (MassDEP) for portions of a 45-acre master-planned redevelopment Site under the MCP. Ms. Snelling individually represents VERTEX at design team and construction coordination meetings with the Client, design team consultants, and the General Contractor to provide status updates and guidance as needed and represents the interests of the Client when coordinating with regulatory agencies and Site contractors. Ms. Snelling reviews contractor submittals and RFIs and prepares submittal responses while providing direction to Contractors regarding requirements and best management practices to conduct remedial work and their development scope within the allowances of the MCP regulations and the Client’s development goals. Additional tasks include conducting senior review of field/monitoring reports, regulatory reports for submittal to the MassDEP and the United States Environmental Protection Agency (USEPA), and soil characterization packages for disposal facilities to ensure data accuracy and quality of VERTEX written deliverables. Ms. Snelling also prepares cost opinions for the Client to support development decisions, prepares parcel summaries for project lenders outlining environmental conditions, remedial options and strategies, remedial progress to date, and requirements to reach regulatory closure, and conducts contract review and management to support the Client’s Comptroller.
Ms. Snelling also prepares permitting documents for construction dewatering, including USEPA Remediation General Permits (RGP) Notices of Intent, Discharge Monitoring Reports (DMRs), and Massachusetts Water Resources Authority (MWRA) discharge permits, and manages dewatering monitoring programs and the associated periodic reporting to support redevelopment projects and utility installation scopes. Ms. Snelling has technical expertise in soil, groundwater, soil gas, and indoor air sampling for Site and subsurface investigations, oversight of soil boring, monitoring well installation, UST removal, and soil excavation, and providing environmental oversight for remediation and redevelopment projects. Ms. Snelling has also conducted historical and municipal research and file reviews to support due diligence investigations and portfolio reviews and has conducted numerous ASTM Phase I Environmental Site Assessments (ESAs) and Phase II Limited Subsurface Investigations across the eastern portion of the United States, including Massachusetts, New Hampshire, Vermont, Connecticut, New York, Pennsylvania, Maryland, Virginia, North Carolina, Florida, Kentucky, Illinois, and Kansas under each state’s respective environmental regulatory program.
