Executive Vice President, Contract Claims
Neil is an Executive Vice President with VERTEX and specializes in the forensic investigation of financial, economic damages, project scheduling, productivity, construction management, contract administration, and other issues, primarily related to the government contract, construction, oil & gas, and public utilities industries. He has assisted government agencies, owners, contractors, architects/engineers, sureties, insurance companies, and their counsel with the investigation and resolution of complex business disputes. He has authored expert opinions in approximately 80 litigations/arbitrations. He has testified in trial and arbitration and has presented his opinions at numerous mediation proceedings. Neil also assists general owners, contractors, and other stakeholders with proactive oversight of on-going projects. He evaluates and updates project schedules and project status reports and documents events which have or may impact the contractor’s performance.
Neil cofounded Breakwater Forensics, LLC which was acquired by VERTEX in 2023. Earlier in his career Neil was a design engineer focusing in the areas of civil and structural engineering. His projects included government and commercial contracts including highways, bridges, office buildings, schools, and other civil projects. During this time, he prepared construction drawings, design calculations, specifications, proposals, contracts, budgets, and schedules. He reviewed and approved contractor shop drawings and change order requests. He has also performed forensic structural investigations of steel, concrete, and timber structures.
