VERTEX understands that time is of the essence in these situations so we are prepared to mobilize to projects on a moment’s notice. Once on site, we work diligently to complete all contract work in a safe, efficient, and quality manner. In addition, we aggressively pursue closeout from the onset of a project to prevent all too common delays with the completion of the last five percent of construction projects. VERTEX is unique in that we have in-house engineers and architects to assist in resolving defective work and proposing reasonable solutions when necessary.

Surety Completion Contracting

VERTEX provides completion contracting services on projects of all types and sizes where the original contractor does not complete its contract work due to a termination for convenience or for cause. VERTEX understands the subcontractor ratification process and intricacies involved in the proper estimation of partially completed work. VERTEX completes partially completed and typically distressed projects throughout the globe. While serving as a completion contractor, VERTEX maintains the best interests of the surety through the course of construction.

Construction Project Management

VERTEX has specialized skills to manage and deliver quality construction project management. Whether at the pre-construction phase or midway through the project, VERTEX provides practical management approaches to support the successful execution of any construction project. VERTEX can manage all aspects of a construction project, from estimating, bidding and awarding to planning, scheduling and on-site and safety management.

Construction Punch List Closeout

Construction closeout actually begins in the design stage when the specifications are prepared. If brought in early in the project, VERTEX can assist in the development of the closeout specifications, mapping out required construction closeout procedures, submittals and warranties. If VERTEX becomes involved at later stages of the project, VERTEX will reference closeout specifications and punch lists and assure they are adhered to and accomplished without delay.

Staff Augmentation

Often times VERTEX is called upon to augment the surety’s staff be it assisting in claim writing or acting as the Owner’s Representative on behalf of the surety. Some of our Staff Augmentation Services include project scheduling, project engineering, assistant project management, senior project management, quality control, safety, risk management, assistant superintendence, and general superintendence.

Michael Pellegri

Michael Pellegri, CCM

Executive Vice President, Construction

Michael Pellegri has over 20 years of supervisory expertise on a wide variety of construction projects, ranging from $100 thousand to $400 million in contract values. He is an extremely strong willed individual who excels in large challenging projects requiring leadership and organization. Mr. Pellegri understands the importance of contract management as well as project cash flow and has successfully completed prime projects on all levels, including direct bid, joint venture, design build, and surety completion. In addition, he has pioneered several project systems for VERTEX, which are successfully being utilized on projects throughout the country. Mr. Pellegri’s diverse background in construction project management, coupled with his understanding of surety business needs, makes him uniquely qualified. 

Jack Martin

Jack Martin, LEED AP

Vice President, Completion Contracting

Jack Martin has over 24 years of experience planning and managing construction projects from inception to turnover. He has extensive experience in all phases of project management including contract drawing and specification development, design team management, project budgeting and estimating, subcontractor solicitation and contract writing, management and coordination with all governmental authorities and management of all subcontractors and suppliers. Mr. Martin is an excellent strategist with the experience and ability to quickly identify problems and implement effective solutions necessary to meet goals. He is also very skilled at prioritizing goals and working under deadlines while maintaining budget and schedule. Mr. Martin is also experienced in subcontractor payment bond claim analysis and resolution. 

Jerry Librizzi

Jerry Librizzi

Division Manager, Surety

Jerry Librizzi is the Division Manager for VERTEX in the Mid-Atlantic Regional office, responsible for all VERTEX activity throughout the states of North Carolina, South Carolina, Tennessee, Georgia, Virginia, West Virginia, and Kentucky. Mr. Librizzi has worked in all areas of the construction industry with both national and international experience for public as well as private sector work. His experience spans all construction delivery methods including general contracting, construction management, Owner representative and design/build approaches. Mr. Librizzi’s 30 year career in the construction industry has afforded him an in-depth knowledge and clear understanding of the overall construction process and management of complex construction sites.
