In 2004, Massachusetts General Law (MGL) Chapter 193 of the Acts of 2004 inserted a new provision into M.G.L. c. 149, § 44, which governs public building procurement. The new provision, M.G.L. c 149, §44A ½ , requires public awarding authorities to engage the services on an Owner’s Project Manager on all building projects estimated to cost $1.5 million or more.

A Project Plan is a roadmap. It is developed by the Team in order to achieve the Owner’s vision. A successful Project Plan includes a comprehensive and complete budget, an aggressive yet achievable schedule, and a detailed description of the scope of the project that meets the Owner’s goals. The Project Plan also includes a communication plan, a quality assurance plan for design and construction, and a risk management plan. The Project Plan is established and acknowledged by all stakeholders.
